Warmonger is a stand-alone sequel to the real-time strategy game State of War. In the original game, the UFSC forces defeated the rebels and everything is peacefully under the control of the Overmind computer. Soon terrorist groups emerge, of which the Crystal Brotherhood is the most dangerous. Things go awry quickly when Mr Rahman, one of the computer's creators, joins the brotherhood and provides the activation codes of Overmind.

This expansion includes 11 new missions, where the UFSC needs to gain control of 10 territories under the player's command, and 5 new multiplayer maps: Goldmine Valley (focus on the capture of gold mines), Air Attack (focus on air raids), Winter War (based on a string of islands), Burn Them All (very large map for all-round gameplay) and Ground Zero (another large map, but mainly ground-based). Additionally, The First Step is a small multiplayer map for beginners. The gameplay and features are identical to the original game, but new cut-scenes to introduce the missions have been added.
